Breaches of Action, and Limit Levels
Noise Monitoring
Noise Monitoring has been conducted at 8 of
the designated monitoring locations (N12a, N12b, N13, N14, N15b, N16a, N16b,
and N17) where construction works has been conducted nearby during the
reporting month. Noise limit level exceedance of 75 dB(A) was recorded at N12a
on 24 December 2025. Site observation recorded a breaker operating at a
roadside works site on South Lantau Road during monitoring. Also, local traffic
noise, that comprises of heavy vehicles including trucks and buses, was
observed to be high. As such, the exceedance would be due to combination of
construction works and traffic flow. Hence, it is considered that the
exceedance maybe project-related.
Repeat monitoring was conducted on 30
December 2025 due to no construction works during the public holidays on 25–26
December. Corrected noise level of 72dB(A) at N12a was recorded. Site investigation
conducted on 30 December 2025 observed that no beaker was in operation at the
work site. Corresponding remedial actions, including reminding the Contractor
to maintain vigilance over construction noise and implemented proper
construction noise mitigation measures according to EM&A Manual and
Construction Noise Mitigation Plan. And formalizing the mandatory erection of
noise barriers for future concrete breaking activities to prevent the recurrence
of similar incidents. The Investigation report was submitted to EPD by 30
January 2026
Water Quality Monitoring
Action level exceedance was record for
dissolved oxygen on 17 to 29 May 2025. Investigations were conducted and site
investigation was conducted on 30 May 2025.
Marine works were completed on 24 May 2025.
The silt curtain was removed and cutting of casing on the same day in
accordance with the site curation deployment plan. No other marine works were
conducted in May 2025.
As the exceedances would be due to natural
fluctuation, and the marine works have been completed. Hence, the water quality
monitoring was not extended in spite of the exceedance
recorded on 29 May 2025.
Subsequent
to the completion of
marine work on 24 May 2025, water quality monitoring was considered completed
by 30 May 2025. No water quality monitoring is conducted in this reporting period. Should marine works resume, water quality monitoring
will be conducted in accordance with the requirement stipulated in the EM&A
Manual accordingly.

Monitoring
Transplanting of the
trees of Aquilaris sinensis was completed
on 26 April 2022. Maintenance works for trees in holding nursery have
commenced.
4 trees found (1 no.
of Aquilaria sinensis, and 3 nos. of Gmelina chinensis) within
the site of SSWSTW which are considered to be the
plant species with conservative importance for temporarily transplanted to the
nursery at Kam Tin and eventually be transplanted to POSPS.
The weekly site
audit was carried out by ET include checking whether good site practices are
being properly implemented by the Contractor.
The extent of the
work site boundaries was checked by the ET during the weekly site audit.
Complaints,
Notification of Summons and Prosecution
On 16 September 2025, the received complaint
was related to a reported oil sheen observed in the wetland area near Pui O
Wetland, Lantau Island. On 25 September 2025, additional information from EPD
was received that oil signs spotted in the Pui O. Subsequent investigations
have been conducted.
An unannounced inspection conducted by ET on 17
September 2025, joint site investigation conducted by ET and the Contractor on
18 September 2025, and a joint site investigation conducted by ET, EPD, and the
Contractor on 25 September 2025, and the subsequent site inspection conducted
with ET, and Contractor on the same day.
Preliminary findings showed that the diesel
drum stored within the Project Sites were stored properly with no leakage or
spillage. No oil signs within the project sites were found during the inspections
conducted throughout the period of complaint investigation. Also, locations of
the identified oil sheen are not within proximity of the Project Site.
The Final Investigation Report was submitted
to EPD on 17 October 2025. Given that there is no evidence of oil leakage
within our project site, it is considered that the oil pollution was not caused
by our site operations. As such, the case is considered closed.
No notification of summons and successful prosecution
regarding construction works were recorded in the reporting period.

3.2.5
Apart from the exceedance on 24 December 2025 described below, all noise
monitoring results complied with the relevant limit level.
3.2.6
Noise limit level exceedance of 75 dB(A) was recorded at N12a on 24
December 2025. Site observation recorded a breaker operating at a roadside
works site on South Lantau Road during monitoring. Also, local traffic noise,
that comprises of heavy vehicles including trucks and buses, was observed to be
high. As such, the exceedance would be due to combination of construction works
and traffic flow. Hence, it is considered that the exceedance maybe project-related.
3.2.7
Repeat monitoring was conducted on 30 December 2025 due to no
construction works during the public holidays on 25–26 December. Corrected
noise level of 72dB(A) at N12a was recorded. Site investigation conducted on 30
December 2025 observed that no beaker was in operation at the work site.
Corresponding remedial actions, including reminding the Contractor to maintain
vigilance over construction noise and implemented proper construction noise
mitigation measures according to EM&A Manual and Construction Noise
Mitigation Plan. And formalizing the mandatory erection of noise barriers for
future concrete breaking activities to prevent the recurrence of similar
incidents. The Investigation report is given in Appendix 3.2.
Water Quality Monitoring
3.2.8
In construction
phase, the levels of dissolved oxygen (“DO”), temperature, turbidity, and
salinity should be measured in-situ while suspended solids (“SS”) is determined
by laboratory analysis.

The marine
construction works were completed in May 2025, with the silt curtain removed on
24 May 2025 in accordance with the approved Silt Curtain Deployment Plan.
3.2.15
Action level exceedances were recorded for dissolved oxygen on 17 to 29
May 2025. Investigations
have been conducted accordingly and concluded the exceedances were
not project related.
3.2.16
From 17 to 22 May 2025, no marine works were carried out, and the
sampling team did not
observe any abnormalities during water quality monitoring, so this DO
exceedance is
determined to be caused by natural fluctuations and unrelated to the project.
3.2.17
On 24 May 2025, marine works including removal of the silt curtain and
cutting of the casing
were conducted; however, such works would not introduce pollutants affecting
DO, and the sampling team found no
abnormalities in water quality monitoring, thus this
DO exceedance is also judged to result from
natural fluctuations and have no connection
with the project.
3.2.18
No marine works were performed on 27 and 29 May 2025, and the sampling
team did not
detect any abnormalities during water quality monitoring, leading to the
conclusion that
this DO exceedance is attributed to natural fluctuations and not related to the
project.
